BSF investment in our Wave 5 schools will support the strengthening and development of specialisms through design and enhanced facilities. The LA and LEP will use BSF investment to support and promote these aspirations for each individual school. The LEP, once it is in place, is to deliver the new and upgraded accommodation in Wave 5 as one phase to enable the accommodation at all Wave 5 Schools to be ready for occupation in time to be fully operational from September 2013.

Secondary schools in Wave 5 were selected on the basis that the BSF programme would:

  • continue the transformation of the schools in Basildon, which started in Wave 4
  • continue the transformation of the schools in the Castle Point District, adjacent to Basildon, which also commenced in Wave 4.
  • implement the authority’s strategy for providing a number of new model special schools which are a key component of its SEN action plan.
  • in the context of the SEN action plan, support the amalgamation of two existing Special Schools, Edith Borthwick and South View, to create a New Model Special School.
  • co-locating Glenwood Special School on the Deane’s School site.
  • supporting the formation of the Billericay Community Trust in which both Billericay and Mayflower Schools are working with a range of partners including eight infant / junior schools
  • supporting the King John School in its partnership of the Chase School in Southend as part of the National Challenge Programme.

In Wave 6 the Colchester secondary education reorganisation will be largely delivered via BSF investment:

  • The closure of two schools which were underachieving and unpopular with parents
  • The expansion of three popular schools
  • The opening of an Academy
  • Provision of a new co-located site for a dyslexia unit
  • The development of a 14-19 Vocational Centre to be collaboratively run by the 14-19 Area Planning Group in partnership with the Colchester Institute
  • Supporting the building of the new Greensward Academy which is partnered by the two Witham Academies under the Academies Enterprise Trust (AET)

These examples across the BSF waves and in their localities will drive improved choice, diversity and access for parents and pupils, tackle underperformance and promote collaborative arrangements.
